Parature Software

NOTICE OF INTENT TO PROCURE ITEM PECULIAR TO ONE MANUFACTURER (See FAR 11.105(a)(3)). The Department of Education, Office of Communications and Outreach (the Department), intends to solicit, on a sole source basis under the authority of FAR Part 19.8, InquisIT, LLC, 14701 C Willard Road, Chantilly, VA 20151, for provision of Parature Enterprise software (Parature) products and services. InquisIT, LLC is an authorized Parature reseller. The procurement will be conducted using FAR Part 13 Simplified Acquisition Procedures (SAP). The Department has a need for web-based, IPv6-compliant software to operate an eService Center. The eService Center is a web-based customer relationship management application that provides online access to searchable, frequently asked questions, and enables the Department's customers to receive information and resources more efficiently and at a greater speed. In addition, much of the labor-intensive process for managing written inquiries, including reporting on customer knowledge and monitoring staff activities, is automated through the eService Center to improve the efficiency of the Center. Market research for this SAP action determined that Parature was the only web-based, IPv6-compliant software reasonably available to meet the Department's need. Interested organizations may submit their capabilities and qualifications to meet the requirement in writing to the identified point of contact not later than December 14, 2012 at 2:00 p.m. EST. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Department not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Department. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice.
