Pavement Rehabilitation By Slurry Seal Method At Prospect Ave., Poplar St., And Loma Linda Dr. (Cip 26-135)

The City of Loma Linda is soliciting bids for pavement rehabilitation on Prospect Avenue, Poplar Street, and Loma Linda Drive under Capital Improvement Project 26-135. The work encompasses mobilization, traffic control, surface preparation, crack sealing, and the application of approximately 175 tons of Type II slurry seal across the designated roadways. Following the slurry seal application, the contractor must remove existing pavement markings and repave new markings including double yellow lines, stop bars, crosswalks, channelizing lines, directional arrows, and parking space markings, as well as paint red curbs. All work must comply with the Standard Specifications for Public Works Construction and local city standards, with materials requiring prior engineer approval. The contract is structured as a Firm Fixed Price arrangement, with award based on the Lowest Price Technically Acceptable methodology, prioritizing cost efficiency while ensuring compliance with technical and responsibility requirements. The contractor is responsible for all aspects of execution, quality control, and site cleanup, and must submit a detailed construction schedule within ten days of contract execution. The bidder must provide a comprehensive set of required documentation including a bid bond, business license, certification of non-discrimination, noncollusion affidavit, California Contractor’s License, Statement of Bidder’s Qualifications, Faithful Performance Bond, Labor and Material Bond, and Workers’ Compensation Insurance Certificate. Insurance requirements mandate a combined single limit of $3 million for public liability and property damage, $5 million aggregate, and $1 million per occurrence for commercial vehicle liability, all naming the City as certificate holder. The contractor assumes full liability for damage to adjacent property, unforeseen conditions, and patent infringement, and must provide 48 hours’ notice before work near utilities.
