The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement ([EPIMS-MEN-49045-R1C), pursuant to Fish and Game Code section 1602, to the project Applicant, Joe Scriven, representing Mendocino Resource Conservation District.
The Project is limited to six encroachments. All encroachments described below will follow the treatments described in the conceptual treatments document provided with the Notification materials. One proposed encroachment (SC #7) is to upgrade an existing unimproved low water crossing to a vented armored fill crossing. Work for this
encroachment will include excavation, installation of 20 cubic yards of 0.5-1.5 foot diameter rock armor for a keyway, placement of a new properly sized culvert, installation of five cubic yards of 8-12 inch diameter rock for the driving surface rock, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion.
One proposed encroachment (SC #8) is to realign a diverted stream channel, install a stream crossing culvert, install a critical dip on the left hinge line of the crossing, and armor a knickpoint in the channel upstream of the crossing. Work for this encroachment will include excavation, placement of a new properly sized culvert, backfilling and compaction of fill, installation of ten cubic yards of 0.5-1.5 foot diameter rock into the knickpoint, and rock armoring as necessary to minimize erosion.
One proposed encroachment (SC # 10) is to upgrade an existing culvert and install a critical dip on the left hinge line of the crossing. Related road work will also include adding five cubic yards of 0.5-1.0 foot diameter riprap to the right inboard ditch, installing a rolling dip up the right road, installing an 18-inch diameter ditch relief culvert (DRC) paired with the rolling dip, and clean/cut the inboard ditch approximately 300 feet up the right road to the existing DRC. Work for this encroachment will include excavation, removal of the existing culvert, removal of an old concrete culvert in the channel below the crossing, replacement with a new properly sized culvert, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion.
One proposed encroachment (SC #13) is to upgrade an existing culvert and install a critical dip on the left hinge line of the crossing that outlets into an existing gully. Work for this encroachment will include removal of a concrete apron around the inlet of the existing culvert, excavation, removal of the existing culvert, replacement with a new
properly sized culvert, backfilling and compaction of imported fill, and rock armoring as necessary to minimize erosion.
One proposed encroachment (SC #14) is to upgrade an existing culvert and install a critical dip on the left hinge line of the crossing. Related road work will also include installing a rolling dip up the right road to drain the road surface and installing an 18-inch diameter ditch relief culvert (DRC) paired with the rolling dip to drain the ponded area upslope of the road and to the right of the crossing. Work for this encroachment will include excavation, removal of the existing culvert, replacement with a new properly sized culvert, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion.
The final proposed encroachment (SC #15) is to upgrade an existing culvert, rock armor an outside bend in the stream channel upslope of the crossing with 5 cubic yards of 2.0-2.5 foot diameter rock, install 5 cubic yards of 2.0-2.5 foot rock armor as a grade control structure in the stream channel immediately upstream of the new culvert inlet, and install a critical dip on the right hinge line of the crossing. Work for this encroachment will include excavation, establishment of a 4-foot wide channel with 2:1 slopes above and below the crossing, removal of the existing culvert, replacement with a new properly sized culvert, backfilling and compaction of fill, and rock armoring
as necessary to minimize erosion.
