Permit No. 19687 – North Delta Fish Conservation Bank

Permit No. 19687 for the North Delta Fish Conservation Bank, managed by Reclamation District 2093, authorizes the second phase of the Liberty Island Conservation Bank project in Yolo County, California. The project is designed to create and enhance approximately 811 acres of habitat for Delta native fish species within the Yolo Bypass. This work is conducted under California Code of Regulations, Title 23, Article 3, Section 6, for activities within an adopted plan of flood control. The Central Valley Flood Protection Board approved the project on August 21, 2025, determining that it would not have a significant environmental effect based on a Mitigated Negative Declaration. The scope of work includes lowering 4,500 linear feet of two east-west drainage and irrigation berms to 5.1 feet NAVD 88 and excavating three subtidal breaches and channels along the northern edge of the bank. Additional activities involve widening an existing breach to improve tidal connectivity, lowering a 20-acre floodplain to create a tidal emergent marsh, and removing a water control structure and culvert. The project also encompasses the control of invasive aquatic weeds and the revegetation and protection of riparian habitat and tule marsh.
