North Delta Fish Conservation Bank (Streambed Alteration Agreement No. EPIMS-YOL-41090-R3)

The North Delta Fish Conservation Bank project, executed under Streambed Alteration Agreement EPIMS-YOL-41090-R3 and Fish and Game Code section 1602, is an 810-acre habitat restoration effort located at the northern tip of Liberty Island in Yolo County, California. The agreement is between the California Department of Fish and Wildlife and the project applicant, Liberty Island Holdings II, LLC, represented by Timothy DeGraff, with Reclamation District 2093 serving as the lead agency. The primary objective is to establish a fish conservation bank by creating essential habitat for native Delta fish species in the Lower Yolo-Cache Slough area. The scope of work involves a comprehensive eight-stage construction process: mobilization, site preparation, removal of two existing levee sections, excavation of tidal channels, floodplain lowering, removal of a non-functioning water control structure and culvert, vegetation removal and revegetation of native tidal marsh and riparian habitat, and final demobilization and cleanup. A Notice of Determination dated July 23, 2025, confirms that the project will not have a significant environmental effect within the jurisdiction of the California Department of Fish and Wildlife, provided that specific mitigation measures are followed as conditions of approval.
