Pleasure Cove Marina II Addition Project, Lake Berryessa (Lake or Streambed Alteration Agreement No. EPIMS-NAP-56500-R3)

The California Department of Fish and Wildlife has approved the Pleasure Cove Marina II Addition Project at Lake Berryessa under Lake and Streambed Alteration Agreement EPIMS-NAP-56500-R3, authorizing Berryessa SMI dba Pleasure Cove Marina to construct a new marina facility. The project involves the installation of floating boat docks, a floating breakwater, covered boat slips, sanitary pump-out facilities, and a 400-foot zig-zag pedestrian ramp made of composite decking and galvanized steel framing with polyethylene floats. The ramp connects to the docks from the shore without requiring anchors within the lakebed, while the floating structures are secured by 108 dead-weight concrete anchors—88 for the docks and 20 for the breakwater—each with a five-foot-by-five-foot footprint and embedded steel spikes to prevent sliding. The marina will occupy approximately 130,000 square feet of lake surface, 2,700 square feet of lake bottom, and 300 square feet of shoreline, with all construction activities limited to an existing paved staging area of about 30,000 square feet and no temporary impacts to the aquatic environment. The project is governed by Fish and Game Code section 1602 and adheres to California’s Environmental Quality Act through a Mitigated Negative Declaration, with compliance enforced by the California Department of Fish and Wildlife. The Lead Agency for the permitting process is the California Regional Water Quality Control Board, Region 5 – Sacramento, with Jenna Yang serving as the primary point of contact and Nicholas Magnuson of CDFW overseeing environmental compliance. No federal acquisition regulations, contract clauses, pricing data, or standard procurement terms are applicable, as this is a state environmental permit rather than a federal procurement. The agreement does not include a formal contract value, payment terms, delivery schedule, or subcontracting requirements. Approval conditions are strictly tied to environmental mitigation measures and construction specifications outlined in the project design, including the anchored structure layout, material tolerances, and the prohibition of any additional lakebed disturbance beyond the permitted areas. Proposals were solicited through the EPIMS system with a submission deadline of July 29, 2025, and inspections and final acceptance are conducted on-site at Lake Berryessa in Napa County by state regulatory authorities.
