Full Description

The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement (EPIMS-CCA-49733-R3), pursuant to Fish and Game Code section 1602, the project Applicant, Deidre Castillo. The project proposes to restore the reach of Laguna Creek at the Project Location with a natural stream and habitat enhancements for California red-legged frog. To accomplish this, the project proposes to remove 243 linear feet of an existing corrugated metal pipe and install an arch culvert in its place, demolish an existing concrete spillway within the project area and replace it with a weir or similar structure composed of natural materials, relocate an 18-inch sewer line, and construct a low-flow channel and floodplain. Project activities are limited to clearing of approximately 2.60 acres of vegetation; removal of 39 riparian trees; diversion of water around the work area; excavation and removal of the existing culvert; excavation and removal of an existing sewer pipeline or filling of the pipeline with cement slurry to abandon it in place; installation of a sewer pipeline along a new alignment within the project site; demolition of the existing spillway and replacement with natural materials; excavation and grading to construct the new channel; installation of planted rock slope protection and boulders within the channel; installation of a new arch culvert; and on-site restoration, including installation of native riparian tree plantings.
