Lohr Napa River Bank Repair, (Lake or Streambed Alteration Agreement No. EPIMS-NAP-57553-R3)

The California Department of Fish and Wildlife has authorized Streamline Engineering, represented by Eric Austensen, to proceed with the Lohr Napa River Bank Repair project under Lake and Streambed Alteration Agreement EPIMS-NAP-57553-R3, issued pursuant to Section 1602 of the Fish and Game Code. The project focuses on stabilizing approximately 100 linear feet of riverbank adjacent to a water storage pond at 489 Pratt Avenue in St. Helena, California, where a ten-foot head cut has formed due to erosion from a roadside ditch draining from Pratte Avenue. The solution involves constructing a live vegetated rock revetment using 1- to 3-ton boulders with gravel and 4- to 9-inch rock fill in the interstices, ensuring the structure does not extend beyond the original line of the eroded bank. Approximately 380 willow cuttings will be planted to restore riparian vegetation, and an existing fallen concrete headwall will be removed and disposed of in compliance with state and local regulations. Equipment access is limited to a 580-foot temporary route along a dry stream bed, entered 580 feet downstream from the work area, with a wheeled front-end loader and a tracked excavator used for material placement, the latter stored above the bank top when inactive. The project results in a permanent impact of 0.063 acres and 100 linear feet of stream and riparian habitat due to the revetment installation, along with a temporary impact of 0.164 acres and 185 linear feet from the worksite and access route, which will accommodate up to three round-trip passes of the excavator. Six riparian trees will be removed, including three 10-inch DBH oak trees, one 4-inch DBH oak, one 30-inch DBH eucalyptus, and one 12-inch DBH eucalyptus. The activity is exempt from full California Environmental Quality Act (CEQA) review under Class 2 Categorical Exemption for replacement of existing structures with similar purpose and capacity. All work must comply with the approved mitigation measures and regulatory conditions.
