Lower Putah Creek and Tributaries, and Peterson Ranch Maintenance Project 2025-29 (Notification of Lake or Streambed Alteration, No. EPIMS-SOL-57335-R3

The California Department of Fish and Wildlife has authorized the Solano County Water Agency to conduct routine maintenance activities along Lower Putah Creek, its tributaries, and Peterson Ranch from 2025 through 2029 under Lake and Streambed Alteration Agreement EPIMS-SOL-57335-R3. This authorization, issued pursuant to Section 1602 of the Fish and Game Code, permits periodic, recurring tasks essential to preserving water conveyance capacity, structural integrity of infrastructure, and ecological function. Authorized activities include sediment and debris removal, salmon spawning gravel augmentation, maintenance and repair of culverts, crossings, roads, trails, and water flow measurement devices, bank stabilization using biotechnical methods, invasive species control, and native plant revegetation. All work is limited to existing infrastructure and must comply with California Code of Regulations Title 14 Section 15301, which categorizes the project as a routine maintenance exemption under CEQA. The work will occur at specific locations including Putah Creek between Monticello Dam and the Toe Drain confluence, tributaries such as Thompson Canyon Creek and Dry Creek, and Peterson Ranch near Lindsey Slough, including Miller Canyon Creek and the Big Ditch. The agreement does not constitute a traditional federal contract and therefore contains no FAR clauses, pricing details, payment information, or evaluation criteria. Performance is not bound by a fixed schedule but is expected to occur on an as-needed basis within the five-year period. The Solano County Water Agency, represented by Max Stevenson, is responsible for execution, while the California Department of Fish and Wildlife provides oversight through Environmental Scientist Jordan Beaton and Environmental Program Manager Craig Weightman. Electronic submission through the EPIMS system was required for notification, and no additional attachments, packaging requirements, or cost-related data are included. The project is designed to sustain aquatic habitats, prevent erosion, and maintain infrastructure without expanding existing uses.
