San Joaquin Field Division Liner and Instrumentation Project

The California Department of Water Resources is advancing the Revised Project to extend the San Joaquin Field Division Liner Raise and Instrumentation Project from the originally approved 1.65 miles to a total of 12.6 miles along the California Aqueduct in Kings and Kern Counties. This expansion, which includes raising the concrete liner in Pool 24 and parts of Pool 25, replacing 8-inch corrugated metal pipe drains with concrete trench drains, demolishing 15 existing monitoring wells, and installing new instrumented wells up to 40 feet deep, is aimed at restoring structural integrity, enhancing water delivery reliability, and improving operational monitoring capabilities for the State Water Project. Compliance with DWR Well Standards Bulletin 74-90, CEQA Guidelines, the California Global Warming Solutions Act, and applicable stormwater and cultural resource regulations is required, including on-site biologists and cultural resource training for personnel during construction. Inspection and acceptance will be conducted by DWR at the project site, with no federal acquisition regulations or contract-specific clauses such as pricing, payment terms, solicitation numbers, or procurement evaluation criteria provided in the documentation.
