Bel Marin Keys Wetland Restoration Project – Phase 1 (Amendment for 1600-2016-0339-R3)

The amendment authorizes construction of a swale between the enhanced alkali meadow and an adjacent agricultural drainage ditch, regrading of the ditch to slope toward an existing pump station, and elevation adjustments to culvert outlets to align with the new ditch grade. These changes aim to improve hydrologic function and drainage within the seasonal wetland complex while maintaining compliance with the California Fish and Game Code Section 1602. The project qualifies for a categorical exemption under California Code of Regulations Title 14, Section 15333, due to its small scale, habitat restoration purpose, and absence of hazardous materials or significant adverse effects on endangered species. No federal acquisition regulation clauses, contract pricing data, payment details, or evaluation criteria are included, as this is a state-level environmental implementation effort rather than a competitively solicited federal procurement. The work is being carried out by the State Coastal Conservancy under oversight from the Department of Fish and Wildlife’s Bay Delta Region, with primary contacts including Senior Environmental Scientist Tami Schane and Deputy Program Manager Linda Tong. The amendment was issued and signed on July 8, 2025, with a submission deadline for related notifications having occurred on July 9, 2025.
