ATTN NBC PDES (E2) SAR WON 1841037 1. FUNDING SOURCE: Client ☒ CNIC ☐ 2. EXECUTION TEAM: Production ☐ FEAD☒ 3. WORK LOCATION: Phibcor-256 4. TENANT LOCATION POC INFO: -LOC POC COMMAND: COMNAVSURFPAC -UIC: N53824 5. ISSUE & IMPACT if not completed: A. Mission Need by Date (MND): September 2026 to allow time for CNSP contractor to install modular components. CNSP will be unable to provide the secure infrastructure required to support critical SAP operations, directly impacting SURFOR's ability to counter peer competitors in a rapidly evolving threat environment. CPF and USFF’s joint TASKORD (260125Z JAN 24) (available on SIPR) mandates the development of SAP operations. Current facilities are inadequate according to updated ICD 705 standards and thus pose significant risk to mission success. This facility will fill a mission critical gap and ultimately be used to support all SURFOR claimants on the waterfront as well as neighboring commands on NAB. Additionally, CNSP is growing the SAP team which will further necessitate more compliant space. After evaluating alternatives, the modular building COA was selected as the most viable based on time constraints, costs, and the possible scalability to meet the urgent mission requirement at other fleet concentration areas. 6.
