Physical Security Services

The Corporation of the City of Oshawa has issued a Negotiated Request for Proposal, solicitation number C2026-091, for comprehensive Physical Security Services. The contract is for an initial five-year term with the possibility of annual renewals and up to two additional one-year extensions. The scope of work includes providing a management structure and trained personnel, specifically Site Coordinators, Patrol Supervisors, Command Centre/SOC Operators, and Tactical Guards. Key deliverables involve the integration of specific technology, including Resolver Core for dispatch and incident reporting, Axon body-worn cameras, and RFID patrol and GPS tracking systems. All services must comply with the Private Security and Investigative Services Act and other relevant provincial and federal legislation. The City will use a weighted evaluation process based on 100 points, focusing on training programs, tactical capabilities, management structure, technology, health and safety, staffing capacity, and pricing. The lowest bid is not guaranteed selection, and the top three scoring proponents may be shortlisted for presentations. Awarded contractors must maintain significant insurance coverage, including a 5 million dollar fidelity bond and 2 million dollar policies for both commercial general liability and automobile insurance. Additionally, patrol vehicles must adhere to strict branding requirements, featuring solid white bodies with high-visibility retroreflective vinyl wrapping and specific City of Oshawa corporate logos.
