PMSC Building Automation System(BAS) Contract

The U.S. Embassy Djibouti, under the Department of State, is seeking qualified contractors for a Firm Fixed Price contract to provide Preventive Maintenance Services for Building Automation Systems (BAS) at overseas facilities, referred to collectively as “Post.” The solicitation, numbered 19DJ1026Q0007, was issued on April 28, 2026, with a deadline for quotation submissions on May 18, 2026, at 16:30 p.m. The contract is structured as a one-year base period with two optional one-year extensions, for a potential total performance period of up to five years and six months. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis, meaning technical acceptability and contractor responsibility are pass/fail criteria, and the lowest-priced responsive offeror will be selected. All offers must be submitted electronically in Microsoft Word, Excel, or Adobe PDF format, with individual emails not exceeding 30MB; larger submissions require splitting into multiple emails. Proposers must complete and submit the SF-1449 form, Section I (Pricing), Section 5 (Representations and Certifications), and additional materials outlined in Section 3. A critical requirement is active registration in the System for Award Management (SAM) prior to submission; failure to register will result in automatic non-responsiveness. Performance is restricted to three annual site visits, evenly spaced over the contract year, with the first visit due within 60 days of award or renewal, and no combining of visits permitted. All work must adhere to manufacturer-recommended procedures using calibration equipment certified within the past year. The contract requires contractors to maintain a DCSA TOP SECRET facility clearance and ensure all personnel with unescorted or escorted access to restricted areas hold current TOP SECRET clearances; interim clearances are not acceptable. All personnel performing BAS maintenance must have at least five years of relevant experience and be manufacturer-certified for the specific system in use, with certifications maintained throughout contract performance. Contractor personnel must submit detailed resumes, proof of experience, and valid certifications. Travel to Post requires prior Country Clearance Requests (CCRs) and Visit Authorization Requests (VARs), submitted at least 14 business days prior to arrival.
