The Naval Surface Warfare Center Carderock Division is seeking annual maintenance support for Fidelity Pointwise software through a sole-source solicitation to Cadence Design Systems, Inc., the exclusive provider of this software and associated support services. The requirement, identified under solicitation number N0016726Q1103 and classified under NAICS code 513210, is being pursued under FAR 6.302-1(a)(2)(ii) due to the absence of any compatible alternative software on the market, making Cadence the only viable source. The contract will be awarded as a firm fixed-price purchase order using Simplified Acquisition Procedures, with delivery of the eight required support units mandated prior to June 2026 at the NSWC Carderock facility in Bethesda, Maryland. The Government has issued a notice of intent to solicit and will accept capabilities statements from interested parties until 12:00 PM on May 26, 2026, though this is not a competitive solicitation and the decision not to open competition remains at the Government’s sole discretion. The technical acceptability of any response will be evaluated on a pass/fail basis, with award going to the technically acceptable quotation offering the lowest price, and past performance may be assessed via the Supplier Performance Risk System or other available sources. The contract incorporates standard Federal Acquisition Regulation clauses, including those governing payment through the Wide Area WorkFlow system, cybersecurity compliance with NIST SP 800-171, Buy American requirements, labor standards, and ethical conduct provisions. Invoicing and payment must follow WAWF guidelines, with payment directed to DoDAAC N62825 under NAVSEA-specific instructions, and all deliverables must be received and inspected at the designated delivery point under the supervision of the Technical Point of Contact, Michael Bonaiuto. Contractors must maintain current SAM registration, provide valid CAGE codes, and comply with all mandatory flow-down clauses to subcontractors, including code of conduct, whistleblower protections, and small business payment acceleration requirements. Failure to meet minimum technical or administrative criteria will result in automatic disqualification.
