The Space and Naval Warfare Systems Center Atlantic (SSC Atlantic) is planning to extend the ordering period of the indefinite-delivery/indefinite-quantity (IDIQ) contract N65236-09-D-5190 awarded to DRS Systems Inc. by nine months, through June 17, 2015. This extension is intended to provide additional time for the solicitation, evaluation, and award process of the follow-on contract, which has experienced a delay. The follow-on solicitation, numbered N65236-14-R-0003, is expected to be posted on the e-commerce website within two weeks. Notably, this extension does not include any increase to the current contract’s ceiling amount. The contract involves the procurement of a non-developmental, commercial off-the-shelf Integrated Voice Communications System (IVCS) for U.S. Navy ships as part of the AEGIS Combat System modernization efforts for the CG 47 and DDG 51-class cruisers and destroyers. This system supports both tactical and administrative communications, serving critical shipboard command and control functions, with the goal of replacing the legacy AN/STC-2(V) system with a modern AN/STC-3 IVCS. The contract also encompasses installation and checkout, spares, and incidental support services such as evaluation, repair, and configuration/setup. This notice is not a solicitation for competitive proposals; however, any response advocating competition must demonstrate clear benefits to the Government. Decisions about competition are at the Government’s discretion, and written comments or inquiries are directed to the Contracting Officer by the specified deadline.
