Portable Fencing Rental

The Jefferson Parish Government is soliciting bids for a one-year contract running from January 1, 2027, through December 31, 2027, to provide labor, materials, and equipment for the rental, installation, and removal of portable fencing for the Department of Citizens Affairs. The scope of work requires the provision of 5,600 linear feet of 6-foot high by 10-foot long galvanized chain link fencing to support the 2027 Carnival season. This includes 1,500 linear feet for East Jefferson parades at Veterans Memorial Blvd and Martin Behrman, 2,500 linear feet for East Jefferson parades from Houma Blvd to Clearview Parkway, and 1,600 linear feet for the Family Gras area at Mardi Gras Plaza. The rental periods vary by location, with a five-week rental for the East Jefferson parade sections and a one-week rental for the Family Gras area. The contract will be awarded to the lowest responsive and responsible bidder based on a quote provided per linear foot of fencing. Selected vendors must be capable of supplying the full quantity of fencing on demand and maintaining 24-hour emergency communication. Coordination regarding specific locations, placement, and quantities must be finalized with the Director of Citizens Affairs prior to delivery, and installation at the Family Gras staging area must follow directions from the Jefferson Convention and Visitors Bureau. Strict adherence to Jefferson Parish standard insurance requirements is mandatory, covering Worker's Compensation, Commercial General Liability, and Business Automobile Liability. The apparent low bidder must submit final insurance certificates within ten calendar days of the bid opening to avoid rejection. Contractors are prohibited from commencing work until all insurance and evidentiary requirements are met and must maintain this coverage throughout the contract term to avoid suspension or termination.
