This contract focuses on conducting a comprehensive environmental sampling and assessment of various facilities at the NASA Wallops Flight Facility in Wallops Island, Virginia. The work involves identifying asbestos-containing materials (ACM), other regulated materials (ORM), and conducting waste stream analysis for hazardous substances such as RCRA metals, lead-based paint, and PCBs in painted components of the structures listed. Sampling will cover all accessible areas of the facilities, including exteriors, roofs, basements, and crawl spaces, following all applicable federal, state, and local regulations. Any areas that are inaccessible during the survey will be documented with information on the size and use of those spaces. Following the fieldwork, laboratory analyses must be completed within the specified timeframe, and the contractor will deliver a detailed Pre-Demolition Assessment Report summarizing the findings. The report will include quantified levels of contamination and recommendations for safe removal and disposal methods to comply with regulatory standards. This solicitation aims to ensure a thorough environmental evaluation before demolition activities, helping to mitigate health and environmental risks. The contract is set aside for SBA-certified Economically Disadvantaged Women-Owned Small Businesses and is managed by the Department of Defense’s USA Engineering Support Center Huntsville. The objective of this Performance Work Statement is to plan and complete the environmental sampling of facilities at the installation. The structures of concern are listed in Table I. The sampling will determine ACM and ORM materials and complete a Waste Stream Analysis for RCRA 8 metals, lead-based paint (LBP) and PCB’s-in-paint for those parts of the structure currently identified as potentially having any painted components. Following sampling, the Contractor shall be able to completely quantify the environmental contamination present and the methods required to remove and dispose of said contamination in a safe manner. All sampling shall be planned and performed in accordance with Federal, State, and local regulations for the installation. All recommendations for follow-on actions shall also be in accordance with Federal, State, and local regulations. Laboratory testing and analysis shall be completed within the workdays identified in table two following the respective site sampling field activity completion. The results of the site investigation and sampling effort will be provided in an individual Pre-Demolition Assessment Report for the installation that will be submitted within the workdays identified in table two following the receipt of sample results. The intent of this contract effort is to provide comprehensive sampling for all ACM/ORM materials to include the facility exterior, roof, basement/crawl spaces, etc. The Contractor shall make every reasonable effort to access these areas when present in each facility. The Report will specifically address any areas within given structures that were not accessible during the survey and state the size of the area not accessed, and current or immediate previous use of the area not sampled.
