Request for Information - DCSA Personnel Vetting (PV) Fieldwork Services Requirement
Solicitation # RFIPVField2027
The Defense Counterintelligence and Security Agency (DCSA) is conducting market research through a Request for Information (RFI) for Personnel Vetting (PV) Fieldwork Services. The agency intends to establish a flexible, cost-efficient business model to provide investigative products, including Enhanced Subject Interviews and continuous vetting alert resolution, in support of the Trusted Workforce 2.0 transition. The proposed acquisition strategy involves awarding multiple Firm-Fixed Unit-Price (FFUP) single-award IDIQ contracts divided into two functional tracks: Track 1 for Initial Vetting and Track 2 for Other Vetting Scenarios. The projected contract structure includes a five-year base period with five one-year options, with a target award date of July 2027. Workload distribution will be managed through a dynamic, performance-based points system based on semi-annual evaluations of price, timeliness, and quality. Contractors must meet stringent security requirements, including CMMC Level 2 Third-Party Assessment for systems processing Controlled Unclassified Information and adherence to FedRAMP Moderate or DoD Impact Level 5 equivalency for cloud services. While services will primarily leverage virtual capabilities nationwide, the contract allows for in-person interviews and potential international fieldwork. All investigators must be trained according to National Training Standards, and the government retains final authority over the inspection and acceptance of all investigative products.

The County of Santa Clara is seeking proposals from qualified vendors to provide comprehensive pre-employment background check services and ongoing healthcare exclusion screenings for its employees, volunteers, vendors, and contractors. The background checks encompass various verifications such as Social Security Number validation, criminal and civil records, Department of Motor Vehicle history, education, professional licenses, and employment history. However, more extensive background investigations for law enforcement personnel, certain IT roles, and positions working with vulnerable populations are excluded from this scope, as those are handled internally by sworn officers. In addition to pre-employment screening, the vendor will conduct monthly healthcare exclusion screenings in compliance with federal and state regulations, specifically for individuals involved with the County’s workforce. The contract resulting from this RFP is expected to last three years, with an option for renewal for an additional two years, starting around November 1, 2025. The County aims to award a single contract to cover both services, with a contract value estimated between $500,000 and $2,000,000. The solicitation was posted on February 4, 2025, with a response deadline of March 28, 2025. The selected vendor will be responsible for providing consistent, compliant background screening and exclusion screening services throughout the contract term, supporting the County’s efforts to ensure a safe and compliant workforce.

The County of Santa Clara (County) is seeking proposals from qualified vendors to provide pre-employment background check services for its conditional hires and monthly healthcare exclusion screening services for its employees, volunteers, vendors, and contractors.
The County conducts pre-employment background checks on conditional hires for certain job classifications through a third-party service vendor. Services performed during the pre-employment background check may include Social Security Number verification; criminal records check; civil records check; Department of Motor Vehicle history check; education verification; professional license/certificate verification; former employment verification; etc.   It should be noted that background checks conducted for employment in County law enforcement agencies, a limited number of positions working with information technology systems, and positions that work with vulnerable populations are not part of the scope of this RFP; such background investigations are more extensive in nature and are conducted by sworn law enforcement officers in the respective departments.
In addition to the pre-employment background checks, the County uses a third-party service vendor to conduct monthly healthcare exclusion screenings on its employees, volunteers, vendors, and contractors as required by the Office of Inspector General and the California Department of Health Care Services.   The selected vendor is expected to provide both pre-employment background checks and monthly healthcare exclusion screenings for the County.  This Request for Proposal (RFP) will result in a single award . It is the County’s intent to award a contract with an initial term of three (3) years with an option for the County to renew for additional two (2) years , unless terminated earlier or otherwise amended. The anticipated contract start date is November 1, 2025 .
