PreSolicitation Notice - Repair PX Doors, Bldg. 8401, Baumholder, Germany

The U.S. Army’s 409th Contracting Support Brigade is seeking offers for a Firm Fixed Price, single award contract to repair and replace doors and related systems in Building #8401, the AAFES PX, located at Baumholder Smith Barracks in Rhineland-Palatinate, Germany. This solicitation employs a Two-Step Sealed Bidding process under FAR Subpart 14.211, requiring offerors to first submit a technical proposal without pricing information, followed by a pricing bid only from those whose technical submissions are deemed acceptable. The work scope is extensive and includes demolition and installation of 25 new door cylinders with three keys each, modification of Door #29 for fire department access, installation of a fire-resistant locking system, expansion of the fire alarm system, construction of an external metal escape staircase, closure of window openings with masonry, plastering and painting, paving of walkways and guardrails, and installation of a sub-distribution system for electrical door and gate operations. All materials and methods must meet or exceed the standards set by the German Institute for Standardization (DIN), and the work must be completed within 365 calendar days.
