Preventive Maintenance Services for Anti-Climb Bi-folding Gates

The U.S. Embassy in Mexico City is seeking a contractor to provide preventive maintenance services for its Anti-Climb bi-folding gates under Solicitation Number 19MX5326Q0043, with a base performance period of twelve months and two optional one-year extensions, for a potential total contract duration of up to four years, inclusive of any additional six-month extension permitted under FAR 52.217-8. The work must be performed in Ciudad de México and requires the contractor to supply all labor, materials, tools, equipment, and supervision using trained technicians who adhere strictly to manufacturer guidelines and Mexican industrial safety standards, while complying with the more restrictive of U.S. or Mexican safety regulations. The contractor must conduct semiannual and annual maintenance visits as specified, deliver typewritten reports within five business days of each visit, and submit detailed repair proposals, including a Bill of Materials and labor quotes, for any identified issues outside the scope of preventive maintenance, which must be performed under separate purchase orders. All services must meet a performance standard of no more than one customer complaint per month, and the government reserves the right to inspect services at any time and reject nonconforming work without additional cost to the government. Offers must be submitted electronically by June 25, 2026, and must include a completed SF-1449, evidence of active SAM registration with a Unique Entity ID and NCAGE code, vendor portal registration, Section 5 representations and certifications, payment registration forms (in pesos or USD), and a comprehensive price proposal that includes base year and option year pricing for each CLIN, along with repair labor rates. The proposal must comply with SAM registration requirements at the time of submission; failure to do so renders the offer non-responsive. The contract is Firm Fixed Price, with all applicable taxes included in the quoted price, and payment will be made by electronic funds transfer within 30 days of a proper invoice submitted via the ILMS Vendor Portal, which must include the contractor’s RFC, legal address, invoice number, account number, IVA breakdown, and a signed maintenance checklist.
