AI Contract Overview
The ARPA-H Proactive Health Office (PHO) Mission Office Innovative Solutions Opening (ISO) solicitation (ARPA-H-SOL-24-106) is a broad, multi-year opportunity aimed at funding innovative projects designed to improve the healthspan and health outcomes of Americans before disease onset or decline in quality of life. The solicitation focuses on three key areas: enhancing population-level access to and participation in disease prevention and wellness behaviors; developing novel early-detection technologies and prophylactic interventions; and creating system-level innovations to enable effective delivery of proactive health solutions. ARPA-H seeks proposals that demonstrate strong scientific and technical merit, potential impact aligned with its mission, relevant proposer capabilities, and reasonable cost proposals. Submissions are accepted on a rolling basis through March 5, 2029, with proposals and solution summaries required to be submitted electronically via the ARPA-H Solution Submission Portal using prescribed templates. This solicitation is structured as an Other Transaction (OT) agreement rather than a traditional FAR-based contract, governed by a referenced model OT Agreement that allows negotiation of terms with sole discretion held by the government’s Agreements Officer (AO). The contract incorporates by reference numerous federal regulations, including standards for human subjects research, animal welfare, controlled unclassified information (CUI), and health IT protocols consistent with HHS mandates. Proposals involving human or animal subjects must comply with applicable federal protections and provide detailed disclosures. Organizational Conflicts of Interest, Research Security disclosures, and Intellectual Property assertions are mandatory parts of submissions, with detailed mitigation plans required for any conflicts or foreign influence considerations. The evaluation process is merit-based, emphasizing innovation and mission relevance over lowest cost, with multiple awards anticipated. Cost proposals must adhere to updated documentation requirements, including thresholds for supporting materials and equipment purchases. Payment will be handled via electronic invoicing through the Payment Management Services platform, with no specific payment office or accounting data provided upfront. The solicitation specifies clear marking requirements for proprietary and CUI information but does not impose physical packaging or bar-coding mandates due to the primarily electronic submission format. Award terms, milestones, performance periods, and place of performance are to be proposed by offerors and negotiated post-selection, with a preference for U.S.-based performance but allowance for non-U.S. participation except for entities affiliated with covered foreign countries as defined by law. Overall, this solicitation presents a flexible, innovative contracting vehicle designed to attract cutting-edge health solutions that address population health challenges through technology, prevention, and system transformation.
