Environmental Services Clean City Support
Solicitation # 270177
The City of Tucson Environmental Services Department is soliciting proposals for the Environmental Services Clean City Support program to provide structured, coordinated, and accountable citywide cleanup services. The scope of work includes rapid response to illegal dumping and public safety hazards, refuse removal from homeless encampments, litter abatement along transportation corridors, and support for scheduled community and business district cleanup events. Contractors are required to complete assigned work within two business days of receiving a work order, submit electronic completion reports within one business day, and provide before-and-after photographs for verification. All worksites must be left free of litter and hazardous materials, and contractors are responsible for the safe handling and disposal of biohazards. The contract is for a base term of one year, with the City holding the option to extend for up to four additional one-year periods. Services are generally performed Monday through Friday, from 6 a.m. to 6 p.m., excluding major holidays. Compensation is based on hourly rates for field staff, supervisors, and clerical personnel, with payments made monthly. Because the program involves various funding sources, contractors must adhere to a rigorous set of federal and local regulations, including HUD labor standards, Davis-Bacon prevailing wage rates, FTA terms, and American Rescue Plan Act compliance. Additionally, the contract mandates strict adherence to the Americans with Disabilities Act, NIST-based cybersecurity frameworks, and data protection protocols requiring US-based data residency.
