Nevada County is soliciting Statements of Qualifications to establish a Qualified List of approximately five consultants to provide on-call professional project management services for the Office of Emergency Services. The scope of work focuses on wildfire mitigation and community safety, including project management for tree and vegetation removal, structure hardening, evacuation route improvements, community education, and grants management. Selected firms will provide bid support, contractor performance monitoring, field inspections, and data tracking to ensure alignment with the County's Community Wildfire Protection Plan and Local Hazard Mitigation Plan. The agreement is intended to last for three years, with an option to renew for two additional one-year periods, with work assigned via individual task orders based on expertise and availability. The selection process is based on a trade-off evaluation of technical merit rather than cost, focusing on the experience and qualifications of proposed staff, the firm's overall qualifications, and the quality of a sample project plan. Awarded consultants must adhere to strict compliance standards, including California Labor Code Section 1770, prevailing wage requirements, and specific insurance mandates for Commercial General Liability and Professional Liability. The contract is subject to non-appropriation provisions, meaning funding is contingent upon annual legislative approval. Administrative oversight is managed by the County Program Administrator, and all services must be performed within Nevada County, California.
