Professional Services for intersection design and traffic management systems upgrade

The Corporation of the County of Haliburton is seeking professional engineering services for intersection design and traffic management system upgrades along County Road 21 in the Municipality of Dysart et al. The scope of work is divided into two primary components: the design of a new signalized intersection at County Road 21 and Industrial Park Road, and the upgrade of traffic signal components, including controllers, cabinets, and detection units, at the intersections of County Road 21 and Independent Grocer and County Road 21 and County Road 1. The selected consultant will be responsible for the full project lifecycle, including preliminary and detailed design, the development of tender specifications, and contract administration. The project is structured in phases, with the design phase expected to be completed by January 8, 2027, following an anticipated start date of October 26, 2026. Deliverables include design packages at 33%, 66%, 99%, and Issued for Tender stages, as well as coordination with agencies such as the Ministry of Natural Resources and Forestry and the Department of Fisheries and Oceans. All work must adhere to the Ontario Traffic Manual, Ontario Provincial Standards, the Accessibility for Ontarians with Disabilities Act, and Electrical Safety Authority requirements. Proposals are due by 1:00 p.m. on October 6, 2026, and must be submitted via the County of Haliburton’s Electronic Bidding System. The award will be based on the highest total score across three evaluation stages: Proposal Description (40 points), Experience and Qualifications (35 points), and a Financial Proposal (25 points). Proponents must meet mandatory submission requirements, including insurance confirmation and reference submissions, and must achieve a minimum score of 60% in each criterion to be considered for the award. Pricing is required as a lump sum for Phase 1 and a combination of hourly rates and an estimated lump sum for Phase 2.
