The National Oceanic Atmospheric Administration's Atmospheric Turbulence & Diffusion Division (ATDD) is seeking part-time consulting services in Oak Ridge, Tennessee, requiring expertise with NOAA's specialized environmental monitoring networks and databases, including the National U.S. Climate Reference Network (CRN), the Regional Air Modeling and Analytical Network (RAMAN), and others. The contractor will provide local support for network and computer systems, including server management, security, software development, troubleshooting, data acquisition, database and website maintenance, Linux cluster operations for modeling, and administrative computing support. These services directly support field research programs related to meteorological measurements, homeland security efforts, and complex data processing operations. The contract is initially for twelve months, with four one-year option extensions, necessitating availability at all times, including nights and weekends, along with mandatory HPSD-12 security clearance and IT security compliance. This requirement is identified as a sole-source acquisition due to the proprietary nature of the involved software and databases and the unique knowledge held by Wood International, the incumbent contractor. Wood International’s expertise extends to custom software development, secure networking, remote sensing, and geographic information systems critical to NOAA’s research operations. The government will consider other interested firms only if they demonstrate comparable capabilities and experience within seven days of notice publication, but plans to award the contract to Wood International if no qualified alternatives emerge. Prospective contractors must be registered in the Central Contractor Registry (CCR) and have a Dun & Bradstreet number to be eligible. The solicitation emphasizes the importance of compliance with federal vendor registration requirements and encourages submissions via the Business Partner Network.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
