Enclosed is a Request for Quotes (RFQ) for providing the services for Elastomeric Coating on CMR Roof.  If you would like to submit a quotation, follow the instructions in Section–J of the solicitation, complete the required portions of the attached document, and submit it to the address provided in para 4 below.


All requests for clarification/questions must be submitted in writing in the attached Q&A sheet via e-mail at ChellaramaniA@state.gov on or before 5 p.m. June 6, 2026.  Responses shall be provided to all contractors who showed their interest in doing business with USG.  No questions shall be answered, received after 5 p.m. June 6, 2026.


Quotations are due by/before 5 p.m. (India Time) of June 12, 2026.  Your quotation must be submitted electronically to Newdelhibids@state.gov with the subject line “Solicitation No. 191N6526Q0062 for Elastomeric Coating on CMR Roof”.  The file size must not exceed 10MB. If the file size exceeds 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.


No quotations shall be accepted received after 5 p.m. (India Time) of June 12, 2026. Quotations must be in English. Incomplete quotations will not be accepted.  Quotation submitted to any other e-mail ID other than Newdelhibids@state.gov shall be rejected and dealt in accordance with FAR provision 52.215-1.


The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.


In order for a quotation to be considered, you must also complete and submit the following:

3. Additional information as required in Section J


4. Proof of SAM Registration


Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer.  If the Contractor was unable to register prior to award, the contractor shall be registered in SAM within 30 days after award or before three days prior to submission of the first invoice, whichever occurs first.


Therefore, offerors are highly encouraged to start registration in SAM immediately if they are interested in submitting a response to this requirement.
