This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Minister of Public Service Delivery, on behalf of the Owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective General Contractors to submit proposal for common area refresh and unit upgrades as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”). In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion. Manitoba and the Contractor acknowledge and agree that, upon contractaward, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts. The Work will be performed at a fifteen (15) unit, three-storey building located at 207 6th Avenue S., Swan River, Manitoba. The Work site will remain partially occupied throughout the construction period. Procurement and Supply Chain (PSC) is administering this RFP process on behalf of Manitoba.
