This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Minister of Public Service Delivery, on behalf of the Owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective General Contractors to submit proposal for common area refresh and unit upgrades as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”). In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion. Manitoba and the Contractor acknowledge and agree that, upon contractaward, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts. The Work will be performed at a fifteen (15) unit, three-storey building located at 207 6th Avenue S., Swan River, Manitoba. The Work site will remain partially occupied throughout the construction period. Procurement and Supply Chain (PSC) is administering this RFP process on behalf of Manitoba. For the purposes of this procurement process, the “RFP Contact” will be: RFP Contact: Li Li Email: bids@gov.mb.ca Subject Title: Project No. 2026-17-7711-P Common Area Refresh and Unit Upgrades Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal. Site Visit An optional site visit has been scheduled as follows: Location: 207 6th Avenue S., Swan River, Manitoba Date and Time: June 16, 2026, at 10:30 AM central time Proponents are to pre-register site visit by email to the RFP contact at bids@gov.mb.ca by June 15, 2026. It is the proponents responsibility to ensure registration and confirmation has been received prior to the site visit. Attendance at the site visit will be confirmed and recorded. Deadline for registration is the end of the business day June 15, 2026. If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact. Proponents are not entitled to rely on information received from Manitoba’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing. Deadline for questions June 23, 2026. All questions must be submitted tothe RFS Contact at Bids@gov.mb.ca. CPPD will only address questions thatwere sent to this email address. Bid submission deadline is July 7, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX.
