The City of Seattle is seeking qualified vendors to provide outdoor litter, recycling, and food waste cans to support its Public Place Litter and Recycling (PPLR) Program, managed by Seattle Public Utilities. This program, which has been in place since the late 1990s, currently maintains over 1,100 cans across the city to enhance community cleanliness and prevent issues such as improper use, graffiti, illegal dumping, and theft. The solicitation invites bids primarily for cans adhering to specific design requirements, but also welcomes optional bids for a particular Victor Stanley model or its approved equivalent for occasional purchases. The city’s previous contract, active since 2018, has reached its extension limits, prompting this new solicitation. In 2025, the city spent roughly $300,000 on these goods, usually ordering between 100 and 150 units annually, though quantities are estimated and not guaranteed. The solicitation, posted in April 2026 with responses due by early June 2026, is managed by the Finance and Administrative Services Purchasing Office in Seattle, Washington. The contract aims to ensure continued provision of durable and effective cans to meet the varying demands across Seattle neighborhoods while maintaining high standards for security and durability. Interested vendors can contact the designated Procurement Strategic Advisor for more information, and all purchasing will be conducted under the new contract once awarded and executed.

Full Description

The City of Seattle is soliciting bids to establish a contract with a qualified vendor to provide outdoor Litter, Recycling, and Food Waste Cans (herein referred to as "Cans") to serve the varied needs of Seattle neighborhoods. The City of Seattle's Public Place Litter and Recycling (PPLR) Program, managed by Seattle Public Utilities (SPU), has been in existence since the late 1990s. SPU currently has over 1,100 Cans placed throughout Seattle. SPU seeks effective Cans to improve the overall cleanliness of the community with features preventing improper use, graffiti, illegal dumping, and theft of Cans and their parts. While the majority of purchases will be Cans as described in section 4.1 Specifications, SPU also welcomes optional bids for a specific Victor Stanley model or its Approved Equal for occasional purchase. The City has held a successful contract for these goods since 2018. However, all extension options for the existing contract have been exhausted so the City is returning to the marketplace to solicit bids for these goods. The existing contract will expire once a new agreement is executed under this solicitation. In 2025 the City spent approximately $300,000 on these goods. SPU typically orders 100-150 new Cans per year. These estimated quantities are for planning purposes only and do not guarantee a purchase volume.
