1. Background The Office of the Commissioner for Federal Judicial Affairs Canada (FJA) through its International Programs Division (IPD) requires services specialized in public outreach, education and communications strategy to provide support to the technical assistance partnership project (TAP). The overarching goal of the TAP is to strengthen legal and judicial institutions in partner-countries through the sharing of Canadian expertise and best practices. The project is expected to engage with up to 15 foreign countries in the span of 5 years. 2. Objective The primary objective is to facilitate a broad and deep understanding of the TAP project among various stakeholder groups. This will be achieved by highlighting its positive results, sharing lessons learned, and fostering increased engagement with the project both within Canada and in beneficiary countries. 3. Scope of Work 1. Outreach Strategy Development: The Contractor will devise and implement an inclusive public outreach strategy targeting a range of stakeholders. This strategy will be customized to suit the unique needs of both Canadian and international audiences. 2. Stakeholder Engagement: The Contractor will orchestrate a range of activities aimed at cultivating meaningful and regular interaction with targeted stakeholders. This includes but is not limited to virtual town halls, webinars, social media campaigns, or interactive online forums for Canadian audiences, which comprises judges, the legal community, the general public, GAC, and other government departments. Similarly, engagement activities will also be designed for project beneficiaries in various countries and relevant international organizations. 3. Content Development: The Contractor will develop compelling content that reflects the achievements and insights gained from the TAP project. This could take various forms, such as webinars, social media posts, newsletters, brochures, and reports. 4. Outreach Activities Management: The Contractor will manage the roll-out of robust outreach activities in accordance with the established strategy and work plan. This includes ensuring these activities effectively convey TAP's mission and achievements. 5. Monitoring and Reporting: The Contractor will regularly monitor and evaluate the outreach strategy's effectiveness, providing reports as necessary. These reports will offer an overview of the strategy's performance and propose adjustments to enhance its effectiveness.
