Solicitation # 304T-27-740A1
Solicitation 304T-27-740A1 is issued by the Texas Comptroller of Public Accounts Statewide Procurement Division for the supply and statewide delivery of ice machines and bins. Major customers include the Texas Department of Criminal Justice, Texas Department of Transportation, Texas Workforce Commission, Health and Human Services Commission, and Texas Parks and Wildlife Department. The scope includes double upright ice bins with capacities from 2,700 to 5,900 pounds, some requiring a prison/security package, and ice machines with minimum daily production capacities of 3,600 and 6,000 pounds. All equipment must be new, the latest production model, and carry UL or NSF certifications. The contract is a firm price with escalation, and awards will be made based on best value for each line item, considering purchase price, compliance with specifications, delivery timeframes, and the risk of vendor non-performance. Responses are due by November 3, 2026, at 1:30 p.m. and must be submitted electronically to [email hidden]. Required documentation includes a mandatory price sheet in .xml or .xlsx format, descriptive literature, and several signed attachments regarding respondent information, insurance, and warranty services. Deliveries must be made during customer hours of operation and must feature weather-resistant labeling and a packing slip. Special security protocols apply for deliveries to correctional facilities, where ex-inmates are generally prohibited from entering the fenced perimeter without warden approval. Payment is typically due 30 days from the invoice date, with purchase orders issued through the Texas SmartBuy system. The contract is governed by state laws and the Comptroller's General Instructions, rather than federal FAR or DFARS clauses.

While the BPA remains open for five years, the government evaluates quotes on a rolling basis to award Master BPAs as requirements arise. Successful contractors must comply with MIL-STD-130 for unique item identification and MIL-STD-129 for shipping labels. All invoicing and payment requests must be processed through Wide Area Workflow (WAWF).
