Purchase of Shelf Stable Meal Kits/Boxes to include Delivery

The School District of Pickens County is seeking qualified vendors to supply USDA-compliant, shelf-stable meal kits for students during out-of-school periods such as summer and intersession programs. The contract requires comprehensive services including menu planning, production, packaging, enrollment management, delivery to designated sites or student homes, tracking, reporting, and ongoing customer support. Meals must be suitable for storage without refrigeration, feature rotating 3-day, 5-day, 7-day, and 10-day menus to minimize repetition, include vegetarian options that meet USDA standards, and be delivered in colorful, child-friendly, durable outer packaging with no loose inserts or paperwork. All packaging must display the USDA Non-Discrimination Statement and required meal pattern components, while strictly prohibiting the use of student names on any labels or reports—student ID numbers must be used exclusively for privacy compliance. Vendors must also trace USDA-donated food items and reduce invoices accordingly, and are responsible for immediate recall management, including pickup, disposal, and credit issuance. The contract is awarded using a Best Value methodology, with evaluation weights distributed as follows: 50% for cost and pricing, 15% for meal quality and packaging, 15% for delivery reliability, 10% for tracking and audit support, and 10% for program flexibility, data security, and communication. The lowest price does not guarantee award, and the District reserves the right to award on an item, lot, or all-or-none basis. The contract has an initial term of one year with an option for up to four additional one-year renewals, contingent on performance, funding availability, and continued program need. Deliveries are FOB freight prepaid to the district’s specified ship-to addresses, and vendors may not perform any work without a formal purchase order, which may be issued electronically.
