The Department of Veterans Affairs Network Contracting Office 23 intends to award a sole source, fixed price Indefinite Delivery, Indefinite Quantity contract to C R Associates, Inc. for Community Based Outpatient Clinic services in Williston, North Dakota. This short-term arrangement is necessary to ensure continuity of care from January 1, 2018, through May 31, 2018, as a protest against a new long-term contract has resulted in a stay of performance. As the incumbent contractor, C R Associates, Inc. is identified as the only responsible source capable of satisfying the agency requirements during this five-month interim period. While this notice serves as an intent to award rather than a formal solicitation, the government allowed a brief window for responses to determine if competitive procurement would be advantageous. Final decisions regarding competition remain at the sole discretion of the government.
