The Department of Veterans Affairs Network Contracting Office 9 has issued a Justification and Approval for a sole-source, firm-fixed-price contract awarded to UT Medical Group, Inc. to provide emergency COVID-19 testing services for employees at the Memphis VAMC. With an estimated value of 437,190 dollars, this acquisition was processed under the authority of unusual and compelling urgency per FAR 6.302-2 and the emergency declaration issued on March 13, 2020. The services are critical for ensuring the safety of medical staff and patients during the pandemic, with UT Medical Group, Inc. selected for its ability to provide on-site testing and deliver results within a 24-hour period. Due to the immediate need for testing and the potential for grave harm to staff and veterans if delays occurred, market research was limited to a VIP search and full and open competition was bypassed. The contracting officer determined the pricing to be fair and reasonable based on a comparison with similar testing services and current market demand. The agency intends to return to standard competitive procurement processes for future acquisitions once the state of emergency regarding COVID-19 has dissolved.
