Q301--VISN Reference Lab Services 537, 578, 585, 607, 676, 695The Great Lakes Acquisition Center (GLAC) plans to negotiate a sole source contract with Quest Diagnostics Incorporated to continue providing Reference Lab Testing Services for six VISN 12 hospitals. This contract will sustain the existing service, which is critical for patient care, during the transition to a new electronic health record management (EHRM) system. The contract, awarded under simplified acquisition procedures due to the unique capability of Quest Diagnostics, will be a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a 12-month ordering period covering July 1, 2026, through June 30, 2027. The sole source approach is chosen to avoid the significant government expense associated with building new test databases twice during the transition period, with a future solicitation planned to align with the longer-term EHRM implementation. This procurement falls under NAICS code 621511 with a business size standard of $41.5 million, managed by the Department of Veterans Affairs Network Contract Office 12 in Milwaukee, Wisconsin. Although this is not a competitive solicitation, the contracting officer will consider written notifications from other firms capable of meeting the requirements, due by June 15, 2026. However, the government retains discretion to proceed without competition based on the responses. No solicitation documents will be issued, and requests via telephone will not be accepted. The contract ensures uninterrupted reference lab services are maintained during a critical IT transition, supporting ongoing patient care needs across VISN 12 facilities.

Q301--Notice of Modification - Combined Reference Lab TestingThe Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, plans to issue a firm-fixed-price modification to ProPath Services, LLC, increasing the ceiling of the existing IDIQ contract 36C25726D0033 by $6 million. This increase will enable expanded testing services to include both the VA North Texas Healthcare System in Dallas, TX, and the Central Texas Veterans Healthcare System in Temple, TX. The modification arises from an urgent need for testing availability not currently met under a national contract, alongside directives to consolidate federal contracting requirements, reduce wasteful spending, and align with broader executive initiatives promoting efficient procurement. Although this notice does not constitute a solicitation for quotes or proposals, other qualified sources are invited to submit capability statements or proposals for consideration, which the agency will review to determine if a more advantageous source exists. If no competing responses are received within four days of the notice posting, the contract modification will proceed with ProPath Services, LLC. The statutory authority for this action is provided under FAR 52.212-4(d), relating to contract changes. The contracting officer overseeing this action is Delphia Schoenfeld, reachable via email or phone at the Network Contracting Office 17 in San Antonio, TX.
