The Department of Veterans Affairs, Network Contracting Office 15, established a sole source, firm-fixed-price service contract for medical coding and auditing services at the Kansas City VA Medical Center. The contract, awarded to Axiom Corporation, covers outpatient coding, inpatient PTF, inpatient professional services, and ambulatory surgery. The total anticipated value of the agreement is 455,000.00 dollars for a performance period of twelve months, running from March 20, 2021, through March 19, 2022. This procurement was conducted under FAR 13.5 Simplified Procedures for Certain Commercial Items and VAAR 819.7007, which allows for sole source awards to verified service-disabled veteran-owned small businesses. Competition was restricted because COVID-19 caused significant delays in the implementation of a VA National BPA for coding services, leaving insufficient time to solicit other sources before the previous contract expired. The government determined the cost to be fair and reasonable based on a comparison with previous awards for the same services. Once the National BPA is available, the facility intends to transition to those provided services to remove barriers to competition.
