1. Description The Department of Veterans Affairs (VA), Veteran Health Administration (VHA), intends to issue a solicitation for contractor support to sustain and enhance the Radiation Oncology Quality Surveillance (VHA ROQS) Program. The contractor will evaluate, update, and maintain evidence based clinical quality measures (CQMs) used to monitor and improve radiotherapy quality across VHA radiation oncology practices nationwide This acquisition supports ongoing development of CQMs, SME driven updates, decision tree logic validation, and continuous quality improvement activities.
2. Scope of Work The contractor shall provide services including but not limited to: Evaluating existing CQM measure sets and prioritizing updates based on current evidence, performance data, and national guidelines. Convening Subject Matter Expert (SME) panels to define, revise, and validate CQMs. Developing and updating scoring logic, clinical/dosimetry data elements, and decision trees used to determine Pass/Fail/Exclusion scoring. Ensuring decision tree applicability across all 41 VHA radiation oncology services and communicating any exceptions in writing. Providing ongoing stakeholder support, including monthly calls with the NROP office and structured communication with the COR. Delivering a detailed project timeline outlining tasks, milestones, and deliverables
3. Performance Objectives The contractor will: Evaluate and revise each measure set at least once every two years. Develop or update two measure sets annually. Establish expected performance rates for each CQM. Validate logic models and ensure alignment with current literature, consensus practices, and anticipated standards of care. Support VHA s quality surveillance program without influencing or formulating VHA policy (policy decisions remain solely within VHA)
4. Security Requirements Certification & Accreditation (C&A) requirements do not apply. A Security Accreditation Package is not required 5. Procurement Status This requirement is unrestricted at the pre solicitation stage. The VA will determine set aside status following completion of market research.
