AI Contract Overview
The Department of Veterans Affairs is preparing to solicit contractor support for the Radiation Oncology Quality Surveillance (VHA-ROQS) Program to sustain and enhance evidence-based Clinical Quality Measures (CQMs) used across all 41 VA radiation oncology sites. The contractor will be responsible for evaluating existing CQMs, convening Subject Matter Expert panels to revise and validate measures, developing and updating scoring logic, clinical and dosimetry data elements, and decision trees that determine Pass/Fail/Exclusion outcomes, while ensuring applicability nationwide and documenting any exceptions. The program requires annual development or update of two CQM measure sets and comprehensive reviews of all measures at least once every two years, with the goal of aligning with current scientific literature, consensus standards of care, and national guidelines without influencing VHA policy. The anticipated contract period runs from September 30, 2026, through September 29, 2031, with four optional twelve-month extension periods, and performance will be centered at the VA Central Office in Washington, D.C. This action is currently at the pre-solicitation stage as a Request for Information under solicitation number 36C24526Q0635, with the formal solicitation expected to be posted on SAM.gov on or about July 30, 2026, and responses anticipated by August 31, 2026. The procurement is unrestricted at this stage, with the VA to determine set-aside status following market research; however, preference is given to Service-Disabled Veteran-Owned Small Businesses. Respondents must provide SAM UEI, Small Business Administration certifications if applicable, and indicate their business size under NAICS code 813920, along with any applicable designations such as Veteran-Owned Small Business, Woman-Owned Small Business, or HUBZone. The contracting officer is Cassie White at Cassie.white@va.gov, and all subsequent updates, clarifications, and amendments will be posted exclusively on SAM.gov with no telephone inquiries permitted. No certification or accreditation requirements apply, and while pricing information is encouraged for market research, it will not be used in future evaluation or award decisions.
