This Request for Information (RFI) is issued by the Department of Veterans Affairs, VISN 05 Network Contracting Office, solely for planning and market research purposes and does not constitute a solicitation or commitment to award a contract. It seeks to identify qualified sources capable of supporting the Veteran Health Administration Radiation Oncology Quality Surveillance (VHA-ROQS) Program, which aims to sustain and enhance evidence-based Clinical Quality Measures (CQMs) for radiation oncology across 41 VA facilities. The effort builds on prior work by the American College of Radiology and ASTRO to reduce variability in care and improve clinical outcomes. Respondents are asked to demonstrate their ability to evaluate, update, and maintain CQMs for multiple cancer sites and disease-agnostic areas, convene Subject Matter Expert panels, develop scoring logic and decision trees, validate logic with all VA radiation oncology services, and provide ongoing operational support including monthly calls and communication with the Contracting Officer’s Representative. Responses must include company details, SAM UEI, small business status under NAICS code 813920, any SBA-certified designations such as SDVOSB, VOSB, WOSB, or HUBZone—with SDVOSBs receiving preference—and optionally, GSA contract numbers and general pricing for market analysis. The government will use this input to inform future acquisition decisions and may issue a formal solicitation at a later date. Responses are not considered offers and cannot form a binding agreement, and respondents bear all costs associated with participation. The anticipated period of performance, if a contract is awarded, would run from September 30, 2026, through September 29, 2031, with four optional one-year extensions. Performance is expected to center at the VA Central Office in Washington, DC. All responses must be submitted via email to Cassie White, Contracting Officer, no later than 10:00 AM EST on July 13, 2026, and telephone responses are not permitted. Proprietary information will be handled in accordance with applicable protections, but no formal contract clauses, evaluation factors, or performance specifications are yet defined as this is purely a pre-solicitation outreach. The NAICS code 813920 applies to professional organizations providing support services, and respondents must confirm whether they meet the size standard for this sector. No contract value or pricing details are being solicited for award purposes, and any submitted pricing is strictly
