The contract announces the final performance decision for the A-76 Non-MEO Streamlined study concerning the Conference Center and Workforce Development and Training staff function at the Department of Labor’s Bureau of Labor Statistics. Following the certification of the Streamlined Competition Form on September 2, 2004, it was determined that these functions will continue to be performed internally by incumbent federal employees, comprising five full-time equivalents (FTEs). The in-house performance is projected to cost $1,340,283 less over the next five fiscal years compared to the lowest private sector bid, as determined through market research. This outcome means no outsourcing will occur and the current federal personnel will maintain responsibility for the function. The Contracting Officer will formalize this decision by executing a Letter of Obligation with the federal manager overseeing the operation. Under the guidance of revised OMB Circular A-76 effective since May 29, 2003, the streamlined competition decision is final and cannot be contested by any party. The study was initially solicited under FedBizOpps Solicitation Number BLS-04-26, and this notice serves as the formal public announcement of the performance decision.
