The U.S. Department of Labor conducted a competitive sourcing study under OMB Circular A-76 to evaluate the functions performed by the Office of the Chief Financial Officer’s Finance and Accounting Services. This study, announced in December 2005, covered approximately 108 full-time equivalent employees working across Washington, DC and nine states, including Illinois, California, Texas, Georgia, New York, Missouri, Massachusetts, Pennsylvania, and Colorado. After a thorough review process, the Source Selection Authority and Contracting Officer certified the Standard Competition Form in May 2007, determining that the functions would continue to be performed internally by the government’s Most Efficient Organization rather than being outsourced. This decision applies to the multi-agency finance and accounting services under the NAICS code 541219. The contract details reference a standard competition specific to the DOL’s finance and accounting functions, highlighting the agency’s intent to retain these services in-house. Point of contact for the contract is Peter W. Higginbotham, reachable by phone and email, with additional details available through the federal contract registry portal. The overarching result of the study affirms the government’s commitment to delivering these financial services internally, optimizing efficiency without contracting them out.
