The Fleet and Industrial Supply Center Norfolk Detachment Philadelphia plans to extend the existing contract for Administrative and Clerical Support Services at Training Air Wing Six, Naval Air Station Pensacola, FL, for an additional one-month period through a modification to Purchase Order N00140-01-M-0289. This extension is being procured on an other than full and open competition basis, allowing negotiations with a single source, Nitelines, located in Atlanta, GA. Nitelines is the incumbent contractor with the current personnel and infrastructure necessary to continue services seamlessly by October 1, 2004, without the need for a phased transition. This short-term extension will provide the Government additional time to complete the competitive procurement process for the follow-on contract. The follow-on contract was previously synopsized and solicited under RFQ number N00140-04-Q-0772, with the solicitation issued in April 2004 and closed in May 2004; its evaluation is ongoing. The contract falls under NAICS code 561110, with a size standard of $6 million. Although this notice informs potential interested parties, it is not a solicitation for competitive proposals but allows interested parties to express their interest within fifteen days of publication. All inquiries or responses should be directed to Ms. Susannah Weigner-Clark at the Fleet and Industrial Supply Center Norfolk Detachment Philadelphia. This extension ensures uninterrupted administrative support services at TW-6 while the Government finalizes the competitive award process.

The extension is for commercial services for which the Government intends to solicit and negotiate with only one source (Nitelines, 620 Peachtree St, NE Suite 203, Atlanta, GA 30308), under the statutory authority permitting other than full and open competition, Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a). The purpose of this extension is to allow sufficient time to complete the procurement process for the competitive follow-on contract. The applicable NAICS code is 561110 with a size standard of $6M. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all requests within fifteen days after the date of publication of this synopsis. The Government will not pay for information received. Responses to this synopsis should be mailed to the attention of Ms. Susannah Weigner-Clark, Code 02P23W, FISC Norfolk Detachment Philadelphia, 700 Robbins Ave., Bldg. 2B, Phila., PA 19111-5083. The RFQ was issued on 21 April 2004, closed on 26 May 2004 and is currently under evaluation.
