The Department of Health and Human Services, specifically the Substance Abuse and Mental Health Services Administration, completed a streamlined competition under OMB Circular A-76 to determine the most cost-effective provider for secretarial, office automation assistant, and special/staff/program assistant positions. The competitive phase ran from May 12 to August 4, 2004, and evaluated a workforce totaling thirty full-time equivalents across several occupational series. The review compared the costs of a government-operated More Efficient Organization (MEO) with a commercial contract proposal to identify the lowest-cost provider, resulting in the selection of the MEO as the winning entity. These services, previously performed at various DHHS locations in Rockville, will be consolidated and exclusively performed at 1 Choke Cherry Road, Rockville, Maryland, starting October 1, 2004. The contract process involved detailed cost comparisons and was overseen by designated officials, including the Competitive Sourcing Official, Agency Tender Official, and Contracting Officer, among others. The study aimed to ensure government efficiency and cost savings consistent with federal guidelines. Stakeholders are advised not to contact the study officials directly; instead, any inquiries or comments should be directed to the Contracting Officer or Contract Specialist via their provided email addresses. The solicitation for this competition is identified under solicitation number 2004SAMHSAA76.1 and relates to NAICS code 561110, covering administrative support services.
