The Department of Veterans Affairs Office of Small and Disadvantaged Business Utilization (VA OSDBU) issued this Request for Information (RFI) to conduct market research aimed at obtaining industry feedback on draft technical requirements for a Communications Support Service, as outlined in a draft Performance Work Statement (PWS). The RFI seeks to identify capable providers and gather information to refine OSDBU’s technical requirements, which supports its mission to enhance economic opportunities for veteran-owned and small businesses through improved access to federal procurement. Respondents were required to submit their information using a prescribed Excel-based RFI Matrix by 8:00 AM EST on April 13, 2016, without submitting price or technical proposals. The agency emphasizes that this RFI is solely for informational and planning purposes and does not constitute a solicitation or guarantee any future contract award. The RFI process outlined clear instructions, including mandatory and optional data fields for company information, responses to government questions, capability matrices, and comments. Respondents were advised that they bear all costs associated with their submissions and that the government disclaims any liability for expenses incurred. Late submissions might be considered but did not affect future participation rights. The government reserved the right to issue addenda and emphasized that all information submitted becomes government property. Communication about the RFI was limited to written exchanges with the OSDBU Planner, and no questions would be addressed until a later date by a contracting officer. This effort aligns with VA OSDBU’s ongoing work to facilitate better participation and performance of small businesses in federal procurement through transparent market engagement and requirements refinement.
