The Department of Defense intends to extend a firm fixed-price contract with Jupiter Corporation for an additional four months, from September 1, 2010, through December 31, 2010, to continue providing adjudication support services. These services include planning, data gathering and analysis, technical writing, graphics and production capabilities, as well as documentation coordination to support the U.S. Army Central Clearance Facility. Jupiter Corporation is currently performing these services under a contract set to expire on August 31, 2010, and the continuation is necessary to avoid disruption that would result from bringing in a new contractor, including the need for training and policy familiarize time specific to DoD, Army, and the Central Clearance Facility. The contract extension focuses on maintaining the processing of Research, Recertify, and Upgrade (RRU) requests and Incident Reports (IR) within the Joint Personnel Adjudicative System (JPAS). Due to the specialized nature of the work and the contractor’s unique expertise, Jupiter Corporation is considered the only viable source for this extension. The estimated value of this extension is $425,101. The competitive follow-on contract is anticipated to be awarded by mid-January 2011. Interested parties are informed that this notice does not constitute a request for competing proposals, and any decision to compete is at the government's discretion. Responses to the notice were due by July 21, 2010, with the point of contact being Charles R. Dunaway.

HQ INSCOM intends to extend a firm fixed-price contract for four (4) months to Jupiter Corporation to provide adjudication support services in planning, data gathering and analysis, technical writing, graphics and production capabilities, and documentation coordination. Expected period of performance is September 1, 2010 December 31, 2010. Jupiter Corporation is performing the required services under contract number W911W4-10-P-0021, which will expire on August 31, 2010. Continuation of services by Jupiter Corporation are required, severance of the on-site contractor would impact the flow of work, requiring new staff training, DoD, Army and CCF policy familiarization. The current contractor's expertise is needed to continue the processing of Research, Recertify, and Upgrade (RRU) and Incident Reports (IR) in the Joint Personnel Adjudicative System (JPAS). The above source is deemed to be the only source available because an award to a source other than the original provider would result in a substantial duplication of cost which would not be recovered through competition. The competitive follow-on requirement is expected to be awarded on or about 15 January 2011. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Request for Information - DCSA Personnel Vetting (PV) Fieldwork Services Requirement
Solicitation # RFIPVField2027
The Defense Counterintelligence and Security Agency (DCSA) is conducting market research through a Request for Information (RFI) for Personnel Vetting (PV) Fieldwork Services. The agency intends to establish a flexible, cost-efficient business model to provide investigative products, including Enhanced Subject Interviews and continuous vetting alert resolution, in support of the Trusted Workforce 2.0 transition. The proposed acquisition strategy involves awarding multiple Firm-Fixed Unit-Price (FFUP) single-award IDIQ contracts divided into two functional tracks: Track 1 for Initial Vetting and Track 2 for Other Vetting Scenarios. The projected contract structure includes a five-year base period with five one-year options, with a target award date of July 2027. Workload distribution will be managed through a dynamic, performance-based points system based on semi-annual evaluations of price, timeliness, and quality. Contractors must meet stringent security requirements, including CMMC Level 2 Third-Party Assessment for systems processing Controlled Unclassified Information and adherence to FedRAMP Moderate or DoD Impact Level 5 equivalency for cloud services. While services will primarily leverage virtual capabilities nationwide, the contract allows for in-person interviews and potential international fieldwork. All investigators must be trained according to National Training Standards, and the government retains final authority over the inspection and acceptance of all investigative products.
