This contract, awarded by the Department of Defense through the Endist Sacramento office, focuses on general improvements and the development of a distribution fitting tool for the Statistical Software Package (HEC-SSP). The project aims to enhance the General Frequency Analysis capabilities to better support statistical analyses performed by the Corps of Engineers. Specifically, the contract seeks to implement a tool that allows users to select uncertainty distributions, such as Normal, Gumbel, or Generalized Extreme Value, and compute the necessary parameters to support Monte Carlo analyses across various HEC software applications. The procurement was conducted as a non-competitive action under FAR 6.302-1, citing a single responsible source with the unique capabilities required to satisfy the agency's needs. Identified by solicitation number W91238-14-P-0076 and NAICS code 541511, the action ensures that the HEC-SSP can more effectively define uncertainty in boundary conditions, initial conditions, and model parameters through improved frequency curve fitting and confidence limit computations.

Full Description

This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The Statistical Software Package (HEC-SSP) is used to perform a variety of statistical frequency analyses. The General Frequency Analysis in HEC-SSP can currently fit a frequency curve (and compute confidence limits) to annual maximum data using procedures outlined in Bulletin 17B/17C. Enhancements are necessary for the General Frequency Analysis to provide additional functionality useful to statistical analyses performed by the Corps of Engineers. In addition, many HEC software applications are adding Monte Carlo analyses to better define the uncertainty in boundary conditions, initial conditions, and model parameters. A tool is needed to help populate the uncertainty distributions parameters given observed or estimated data. A distribution fitting tool will help the user select an uncertainty distribution, like Normal, Gumbel, or Generalized Extreme Value (GEV), and then compute the parameters for the selected distribution.
