The U.S. Army Medical Research Acquisition Activity (USAMRAA), supporting Defense Health Clinical Systems Resource Management, plans to issue a Firm-Fixed Price, Sole Source contract to Shoreland Inc. for a twelve-month period to enhance the eImmune software used by the White House Medical Unit. This contract aims to improve the functionality, reliability, and accuracy of data exchanges between eImmune and Travax, a subscription-based, international travel medicine software owned and exclusively developed by Shoreland Inc. The work includes maintaining and expanding data interfaces, upgrading query and business intelligence tools, aligning technical integration with industry standards, and modernizing the user interface from ASP to ASP.NET for compatibility with current browsers. This sole source award is justified under statutory authority allowing only one responsible source due to Shoreland’s exclusive ownership of the Travax source code and related intellectual property. Previously, these capabilities were competitively procured, but current requirements necessitate a single authorized developer. The contract falls under NAICS code 541511 with a size standard of $25.5 million. While this notice is not a solicitation for competitive quotes, interested small businesses with the capability to meet these requirements are invited to submit capability statements by the stated deadline. The government will then determine if competitive procurement is warranted. If no responses are received, the contract will be awarded directly to Shoreland Inc. The designated point of contact for questions and submissions is MAJ Georgeana Green.
