R--Intent to Sole Source Pharmacy Management Services

The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its intent to award a sole-source, firm fixed contract to Heritage Health Solutions, Inc., 300 Parker Sq Ste 210, Flower Mound, TX, 75028-7424. The contract is expected to be awarded under FAR 13.501(a) and in accordance with 38 USC §8127(c), as implemented by VAAR 819.7007. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be a base year of 6/1/2017 through 5/31/2018, with four one-year option periods. The contract will be for Heritage Health Solutions to provide pharmacy management services across the VA MidSouth Healthcare Network (aka VISN 9). NAICS code: 524292, Third Party Administration of Insurance and Pension Funds (SBA Size Standard $32.5 Million) The services required meet Department of Veterans Affairs' legal obligation to continue to receive, without interruption, the pharmacy management services which are vital to patient care. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than April 20, 2017, 4:00 PM, CT. A determination not to compete this requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
