The USDA-Natural Resources Conservation Service (NRCS) South Carolina State Office plans to conduct an A-76 cost comparison study focusing on clerical support functions in Florence, Greenwood, Greenville, and Aiken, South Carolina. Currently, these services are provided by government personnel, but the study aims to assess whether contracting these functions out to commercial businesses would be more cost-effective. The study will follow OMB-approved USDA Express Review procedures, which allow comparison of in-house costs against those from existing firm fixed-price federal or state contracts for similar services. Key responsibilities include managing communications, handling mail, providing support with office equipment and software, maintaining filing systems, and organizing meetings. NRCS is seeking responses from businesses experienced in providing clerical support services under federal or state contracts to gather relevant performance and pricing information. Interested firms should submit details about recent contracts including contract numbers, agency points of contact, pricing, staffing hours, and performance periods, along with their qualifications and applicable federal procurement statuses. While this is not a solicitation or a request for proposals, the information collected will inform whether a formal solicitation will be issued. Responses and any inquiries must be submitted by email to the Contracting Officer by April 4, 2003.
