The U.S. Department of Health and Human Services’ Agency for Healthcare Research and Quality (AHRQ) is conducting an OMB Circular A-76 cost comparison study to evaluate the potential conversion of current government-operated health communication and dissemination services to contractor performance. This competition involves approximately 32 full-time equivalent government positions and 40 contract equivalent man-years currently supporting a broad range of functions at AHRQ’s Rockville, Maryland headquarters and off-site locations. The study will compare the costs of contractor proposals with the government workforce’s Agency Tender, focusing on low-price, technically acceptable offers capable of meeting all performance standards. Employees affected by any conversion have rights to be offered qualifying contractor jobs first. The contractor work scope centers on the Office of Communications and Knowledge Transfer’s comprehensive health communication program, which spans publishing, dissemination, and implementation of AHRQ research findings. The tasks include developing printed and digital materials in multiple formats and languages, managing web and media presence, organizing exhibits and conferences, conducting national public awareness campaigns, and facilitating knowledge transfer strategies to healthcare stakeholders. Library services, website management including accessibility compliance, and responding to public inquiries are also covered. The effort supports translating research into accessible, actionable resources that promote best practices nationally. This announcement is not a solicitation; a draft request for proposals is anticipated around mid-April 2006, with the official cost comparison scheduled for mid-September 2006.
