The Research and Innovative Technology Administration (RITA) conducted a streamlined competition to evaluate administrative and technical support services at the Transportation Safety Institute in Oklahoma City, Oklahoma. After completing the study and certifying its findings on June 30, 2005, it was decided that these services would continue to be performed in-house by the current Government employees, comprising 8 full-time equivalents. Consequently, no external contract was awarded, and the government retained responsibility for these functions. This decision aligns with the guidelines of the revised OMB Circular A-76, effective as of May 29, 2003, which also stipulates that no party may dispute any aspect of this streamlined competition. Following the outcome, the Contracting Officer will formalize the arrangement by issuing a letter of obligation to the senior manager of the existing commercial activity that was assessed. This streamlined competition reflects the Department of Transportation’s adherence to cost-effective and efficient management of administrative and technical support services within the federal framework.
