The Naval Surface Warfare Center, Dahlgren Division, on behalf of the Naval Sea Systems Command and several Navy partners, is conducting a rolling admission process to award additional Indefinite Delivery/Indefinite Quantity (ID/IQ) prime contracts under the SeaPort Enhanced (Seaport e) Multiple Award Contracts. This effort aims to expand contract coverage geographically and include Office of Naval Research activities as authorized ordering offices. The contracts cover a broad range of service categories, including professional, administrative, management support, engineering, IT, quality control, maintenance, and training services, among others. Awards will be made primarily on a best-value basis, using various contract types such as firm fixed price and cost-plus arrangements, but will exclude time and materials orders. Emphasis is placed on competition for task orders within specific geographic zones, and performance-based orders are preferred. The program strongly encourages participation from small businesses, including HUBZone, Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business, and 8(a) certified firms, with goals to award at least 33 percent of the total obligated dollars to small businesses as prime contractors. Large businesses awarded contracts must also meet a minimum of 20 percent small business subcontracting goals. Only one prime contract award is permitted per company, though firms may subcontract with multiple prime contractors. The rolling admission seeks to issue awards by April 2007, with a draft solicitation expected by late November 2006 and a final solicitation anticipated in early January 2007. Interested parties are responsible for monitoring the Seaport website for updates, solicitations, and amendments related to this acquisition.
